Ministry of Education announces ‘Education Competitiveness Enhancement Plan for International Students’… Designate ‘Education Internationalization Privilege Zones’ by urban scale.

Establish a phased strategy from attracting international students to designing learning and career orientation through cooperation between universities, local businesses, and local governments.
Expected to boost the local economy, enhance competitiveness in advanced fields, and strengthen the global competitiveness of universities.

The Korean government is promoting the attraction of 300,000 international students by 2027 to become one of the world’s top 10 study abroad powers.

To achieve this, the government will designate a specialized education internationalization zone for foreign talent, and universities, local businesses, and local governments will work together to develop customized strategies for each stage, from attracting international students to designing learning and career guidance.

The Ministry of Education announced the plan for “Enhancing Educational Competitiveness for International Students” at the 7th meeting of ministers in charge of social relations, chaired by Deputy Prime Minister for Social Affairs and Minister of Education Lee Joo-ho at the Seoul Government Office on October 16.

The Ministry of Education has outlined a step-by-step strategy with the goal of “Achieving a Top 10 Status in the World for International Students by Attracting 300,000 International Students”.

First, the government will designate “Specialized Education Internationalization Zones for Foreign Talents” according to the scale of local governments, to develop strategies for attracting foreign talents related to local development, study, and employment.

The Ministry will install international student attraction centers at overseas Korean Education Centers to systematically support activities to attract international students, including detecting local demand for studying abroad.

In addition, the ministry will also consider reforming the certification system for internationalization of education and continuously remove regulatory barriers that are limiting the attraction of international students at universities.

In addition, universities, local businesses, and local governments will jointly establish task forces (TFs) on strategies for attracting foreign talents. Through this, customized strategies for each locality will be developed, from attracting international students to learning design and career orientation, under the system for supporting universities focusing on local innovation (RISE).

At the learning stage, the ministry will designate regional Korean language centers, in coordination with universities or local governments, to strengthen Korean language education and understanding of Korean culture. The ministry will also expand on-site internships and internship fields to provide students with career exploration opportunities.

The ministry will train talents from fields such as shipbuilding industry, core industries to researchers, to promote the development of local industry and support joint employment.

The Ministry of Education will also promote a foreign talent strategy focusing on high-tech and new industries by expanding the government-sponsored scholarship (GKS) program and increasing financial support for attracting foreign researchers to Korea.

The ministry will support job matching with small and medium-sized enterprises after graduation to promote domestic employment. At the same time, the ministry will also implement a fast track system for science and technology talents to attract foreign talents with master’s and doctoral degrees to work in Korea.

In addition, the ministry will develop and distribute Korean language learning materials by level to make it easier for everyone to learn Korean, and reform the Test of Proficiency in Korean (TOPIK) in a digital form.

The ministry will also expand exchanges with foreign youth and restructure official development assistance (ODA) to expand study abroad opportunities.

For foreign students interested in studying in Korea, the ministry will provide information on scholarships and issues related to study and employment from the preparation stage, and establish a council led by the Deputy Prime Minister for Social Affairs to build a foundation to effectively link the programs of ministries related to international students.

“We expect this initiative to have positive effects such as stimulating the local economy, enhancing competitiveness in high-tech sectors, and enhancing the global competitiveness of universities,” said Lee Joo-ho, Deputy Prime Minister for Social Affairs and Minister of Education. “We will make every effort to communicate with the field and create the necessary institutional support to help the talents needed by our society settle in the community through studying in Korea.”
